MEXT Scholarships do not require IELTS/TOEFL as they do not require knowledge of the Japanese language. For the APU Scholarships for international students 2022, those without IELTS can submit an English Proficiency Language Certificate. The MEXT University Recommendation Scholarship is offered by MEXT.

MEXT (UR) Scholarship: What is it?
It is the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) that offers scholarships to Japanese universities in 2022-2023.
There are three types of MEXT Scholarships:
- Bachelor Students: Students who have completed 12 years of school education outside of Japan.
- Master’s course: Students who have completed 16 years of schooling in a country other than Japan.
- Doctoral Course: Applicants who have completed 18 years of schooling outside of Japan.
Financial Coverage for MEXT (UR) APU University
All expenses will be covered by MEXT Ritsumeikan Asia Pacific University Scholarship. For international students, it is a fully funded scholarship.
- Full Admission Fee.
- 100% of Tuition (funded by the APU Tuition Reduction Scholarship)
- 144,000 JPY for living expenses (subject to change)
- Economy class Air travel to and from APU at the beginning and end of the program.
Scholarship Criteria for APU University Japan
- All international students are eligible to apply for the scholarship.
- From overseas, I intend to study abroad in Japan.
- Be a national of a MEXT designated country
- Born on or after April 2, 1988
- At their most recent university, they achieved a GPA of at least 2.30.
English language requirements must be met by all applicants.
The English Proficiency test score is equivalent to a B2 or above on the Common European Framework of Reference for Languages (CEFR) scale (e.g. TOEFL iBT 72 or above, IELTS 5.5 or above).
